United Arab Emirates Advanced 34 positions in the Human Capital Index
The UAE Telecommunications and Digital Government Regulatory Authority announced remarkable achievements in several digital government and service-related indicators.
As highlighted in the UN E-Government Survey 2024.
The report focuses on governments’ roles in accelerating digital transformation and AI for sustainable development.
It recognized the UAE as a global leader in communication infrastructure, because it achieved a perfect score of 100%.
The UAE advanced 34 positions in the Human Capital Index, moving from 44th to 10th place globally.
It also secured the top spot in Asia and the Arab world.
This reflects the nation’s efforts to develop national talent with the skills needed for the rapidly changing digital and technological landscape.
The UAE Scored 95% in E-Government Development Index
The UAE ranks among the highest globally in the E-Government Development Index (EGDI).
It scored 95%, and advanced two positions since 2022.
In addition, it achieved a perfect score in the E-Knowledge Index (EGL).
It also topped the Digital Content Index and the Executive Framework, which are sub-indices of the Online Services Index (OSI).
H.E. Talal Belhoul Al Falasi, Chairman of the Telecommunications and Digital Government Regulatory Authority, praised the UAE’s achievements.
Crediting the collective efforts of federal and local government bodies.
He emphasized that these results mark a new milestone in the UAE’s journey towards a brighter future.

High Focus on Telecommunications and Information Sectors
Engineer Majed Sultan Al Mesmar, Director General of the Telecommunications and Digital Government Regulatory Authority, highlighted the UAE’s focus on telecommunications and information sectors. Driven by the leadership’s vision of fostering a digital society and smart cities, grounded in comprehensive digital governance and proactive service delivery.
These results inspire continued progress toward achieving the strategic vision of “We the UAE 2031”.

Al Mesmar also acknowledged the essential partnership with federal and local government entities.
Including telecommunications providers such as Etisalat and du, in achieving these results.
The report also spotlighted the UAE’s initiatives, including AI-powered platforms and digital identity systems.
As they enhance accessibility and efficiency in government services.
