TROIKA: Launched to Advance Climate Action
COP28 Presidency announced the launch of “TROIKA” in partnership with COP29 and COP30 Presidencies.
Aiming to strengthen international cooperation and coordination on climate change.
The TROIKA consists of:
- The United Arab Emirates, represented by the COP28 Presidency.
- The Republic of Azerbaijan, represented by the COP29 Presidency.
- The Federative Republic of Brazil, represented by the COP30 Presidency.
The TROIKA aims to:
- Build on the outcomes and achievements of COP28.
- Intensify climate action efforts to maintain the possibility of achieving the 1.5°C goal.
- Ensure the implementation of all commitments and obligations.
- Continue cooperation and joint work to address the impacts of climate change.
Dr. Sultan Al Jaber: COP28 Presidency is keen to enhance effective cooperation.
Commenting on the launch, His Excellency Dr. Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology, and COP28 President, stated:
“In line with the vision of the UAE’s leadership, COP28 Presidency is keen to enhance effective cooperation with partners.
Who share the same visions, ideas, and approaches.
In order to raise the level of ambition and achieve effective climate action that supports sustainable economic and social development globally.”
He added:
“This TROIKA represents an important and unprecedented model for cooperation and coordinated action.
To sustain the momentum of COP28’s successes, ensure the continuity of joint work, and intensify efforts to implement commitments.”
The Partners in TROIKA are Sharing the same goals.
His Excellency Mukhtar Babayev, COP29 President-Designate and Minister of Ecology and Natural Resources of Azerbaijan, said:
“As the host country of COP29, we are committed to leveraging our potential as a bridge between the developed and developing worlds.
In order to accelerate efforts to keep global temperature rise below 1.5°C.”
Her Excellency Marina Silva, Brazilian Minister of Environment and Climate Change, stated:
“As I said in Dubai, we need to make the most of the opportunity provided by this TROIKA of COP Presidencies, to ensure that over the next two years we are able to do what science tells us is necessary.
We need to take advantage of the last remaining opportunity to keep the 1.5°C goal alive.”
The UAE announced the adoption of a tripartite cooperation initiative with the Federal Republic of Brazil and the Republic of Cuba, to enhance food security and provide food aid worth $50 million, which will be shipped from Brazil, as part of the activities of the Conference. pic.twitter.com/jyfrXjr0IY

Simon Stiell, Executive Secretary of the UNFCCC, noted:
“The integration achieved by the TROIKA of COP Presidencies helps to achieve the desired ambitions to address climate change through cooperation, coordination, and joint efforts.”
The launch of the TROIKA is a significant step in advancing international climate action.
As it marks an important milestone in international cooperation to tackle the challenges of climate change.
