IMD produces a yearly Smart City Index offering a balanced focus on economic and technological aspects of smart cities on the one hand.
As well as the “humane dimensions” of smart cities (quality of life, environment, and inclusiveness) on the other.
The new cities added this year include:
- AlUla in Saudi Arabia
- Astana in Kazakhstan
- Caracas in Venezuela
- Kuwait City in Kuwait
- Manama in Bahrain
- San Juan in Puerto Rico
The index includes 146 cities, ranked based on residents’ feedback on infrastructure and available technology.
Abu Dhabi Surpasses World’s Cities in IMD Smart City Index
Abu Dhabi has climbed to 5th place in the 2025 Smart City Index released by the International Institute for Management Development (IMD), up from 10th place in 2024.
The capital surpassed several major global cities including London, Copenhagen, Amsterdam, Hamburg and Hong Kong.
Due to its expansion of green spaces, provision of free Wi-Fi, advanced public transportation, and efficient traffic management.
Steady Progress
Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport (DMT), stated:
Over the past five years, Abu Dhabi has steadily progressed in global smart city rankings, moving from 14th place in 2020 to 5th this year. This is a remarkable achievement and reflects the city’s growing reputation as one of the world’s top destinations to live, work, and visit.
This international recognition is further evidence of the success of our integrated government strategy.
That aligns with the emirate’s continuous expansion.
Our 2025 vision, aligned with the UAE’s ‘Year of Community’, focuses on leveraging technology and AI to empower individuals and businesses alike.

Key findings in IMD Smart City Index:
- Over 50% of participants do not consider traffic congestion a major issue in Abu Dhabi.
- Around 82% expressed satisfaction with public transport.
This is supported by stats showing:
- 90+ million bus trips in 2024.
- 168,000+ passengers benefited from marine transport services.
In 2024, the DMT invested AED 3.4 billion in mobility and road network projects, including:
The “Two Bridges” project, which reduced average morning rush-hour delays by up to 80% on Abu Dhabi’s Corniche Road.

Green Spaces as a Key Driver
Abu Dhabi’s greenery and public parks played a major role in its improved ranking:
- 84% of respondents were satisfied with the availability and maintenance of green spaces.
- In 2024, over 200 parks and beaches were inaugurated, enhancing livability and quality of life.
DMT also developed seven “smart parks”, installing 1,400 sensors to monitor soil moisture, energy use, and air quality, aiming to enhance visitor experience and promote sustainability.
Beautifying Public Spaces
To further elevate the city’s visual appeal, DMT launched the “Abu Dhabi Canvas” initiative in 2024.
The project aims to beautify public spaces and celebrate the UAE’s culture and heritage through local creativity and talent.
Easy access and high connectivity were instrumental in Abu Dhabi securing a top 5 global spot.
Moreover, 75% of survey participants highlighted the impact of free public Wi-Fi under “Hala WiFi” initiative.
This initiative covers buses, beaches, and public parks, improving access to public services.
Abu Dhabi is now the home of World Smart Sustainable Cities Organization (WeGO) for the Middle East and North Africa regional office.
Reinforcing its role as a hub for collaboration, knowledge-sharing, and urban innovation across the region.
