In line with Dubai Urban Plan 2040, the General Command of Dubai Police has approved the division of the emirate into urban and rural zones.
Dubai Division to Urban and Rural Zones – Goals:
Dubai division initiative aims to enhance security coverage and emergency response times.
Through the optimal distribution of human resources and the deployment of patrols.
As well as the use of advanced smart technologies and artificial intelligence systems across the designated areas.
This development was announced during a meeting chaired by Major General Expert Khalil Ibrahim Al Mansouri, Assistant Commander-in-Chief for Criminal Investigation Affairs at Dubai Police to assess the performance of the General Department of Operations for the first quarter of this year.

The meeting was attended by:
- Major General Saif Muhair Al Mazrouei, Acting Assistant Commander-in-Chief for Operations
- Major General Dr. Saleh Abdullah Murad, Director of the General Department of Human Resources
- Brigadier Sheikh Mohammed Abdullah Al Mualla, Director of the General Department of Excellence and Leadership
- Brigadier Turki bin Faris, Acting Director of the General Department of Operations
- Colonel Ahmed Al Muhairi, Acting Deputy Director of the Organizational Office of the Command
- Along with several senior officers.
Dubai Urban Plan 2040
Major General Al Mansouri emphasized the vital role played by the General Department of Operations including:
- Maintaining security
- Ensuring the rapid arrival of patrols and rescue teams to the scenes of incidents and reports.
He noted that, in alignment with Dubai Urban Plan 2040, the division of Dubai into urban and rural zones was implemented to enhance security coverage.
And also to improve response times in their respective jurisdictions.

He explained that this zoning strategy helps optimize the allocation of personnel based on their specialization, whether in security, traffic, or community services.
Contributing to the strategic objective of strengthening the security system and making Dubai a “safe city”.
While also working towards public happiness.
Brigadier Turki bin Faris added that dividing the areas into urban and rural zones supports the operations of Dubai Police throughout the emirate.
As it boosts operational efficiency, improves future planning, and enables excellence and leadership in service delivery.
Especially by speeding up responses to emergency reports and increasing security coverage across all regions.
