UAE Ambassador to the UN Security Council Lana Nusseibeh announced full support for the Maltese draft resolution calling for humanitarian truces.
Nusseibeh strongly criticized the failure of the UN Security Council to stop the destruction and suffering in Gaza in the past period.

The United Nations Security Council adopted a resolution on Wednesday, November 15, 2023, calling for an immediate and extended humanitarian truce in Gaza Strip.
Mentioning that 12 members have approved the resolution.

Russia, the United Kingdom and the United States abstained during the vote.

Moreover, the resolution was drafted by Malta and had the support of the 22-member Arab Group.
Including the UAE Ambassador to the UN Security Council who confirmed full support for the resolution.

Malta currently chairs the Security Council Working Group on Children and Armed Conflict.

According to the UN, the Russian ambassador to the UN proposed a verbal amendment to the draft resolution before the vote.
That would have called for “an immediate, permanent, and sustainable humanitarian truce leading to a cessation of hostilities.

The current president of the Security Council, Chinese Ambassador Zhang Jun, put the amendment to a vote.
With five members supporting it, the United States opposing it, and nine members abstaining.
As a result, the amendment was not adopted because it did not receive the required number of votes.

This was the fifth attempt by the Council to adopt a resolution on the escalation in Gaza since October 7, 2023.
In previous attempts, the Council couldn’t adopt any of the draft resolutions that were put to a vote.
Either due to the use of a veto or the failure to receive the required number of votes.

Details about the UN Humanitarian Truces Resolution.

Security Council passes resolution calling for urgent & extended humanitarian pauses & corridors throughout Gaza, and immediate & unconditional release of all hostages held by Hamas & other groups.

The resolution calls for establishing an immediate and extended humanitarian truces.
For longer periods of time throughout Gaza Strip.

The truces will be for a sufficient number of days.
In order to enable The UN humanitarian agencies and their partners to have full, immediate and unhindered access.
So they can deliver humanitarian assistance and facilitate providing essential goods and services critical for civilians.
In particular children, throughout the Gaza Strip.

The resolution also calls for immediate and unconditional release of all prisoners held by Hamas and other groups, including children.
As well as ensuring immediate access to humanitarian assistance.

The UN resolution also appeals to all parties to refrain from denying the civilian population of Gaza essential services.
And humanitarian assistance necessary for their survival in accordance with international humanitarian law.

Also to welcome the initial process for providing humanitarian supplies to civilians in Gaza Strip, albeit limited.
And calls for the provision of these supplies to meet the needs of the civilian population, in particular children.

The resolution also calls on all parties to “comply with their obligations under international law”

Also it stresses the “importance of humanitarian coordination and notification mechanisms and the avoidance of clashes.
In order to protect all medical and humanitarian personnel, vehicles, humanitarian sites, and critical infrastructure.

Including United Nations facilities, and to assist in facilitating the movement of aid convoys and patients.
In particular sick and wounded children and their caregivers.
